Minister Avcı: “Vocational technical staff is not intermediate personnel but key staff”

Minister of National Education Nabi Avcı stated that vocational and technical education has the largest share in his Ministry adding that, “We all know that intermediate personnel in all sectors are actually the key staff. Due to this reason, we prefer to use “key staff” rather than “intermediate personnel.”

Minister of National Education Nabi Avcı participated in the ceremony held on the occasion of employment of student interns as a part of “Project on Boosting Employment by Exploring Competent Workforce” at TUSAŞ Engine Industries Inc. (TEI). During this speech at the ceremony Minister Avcı voiced his happiness to be present in such an activity adding that the Ministry of National Education prioritizing vocational and technical training and has been working in an effort boost the quantity and quality of vocation and technical training for the last 12 years.  

 

“Vocational and technical training has the largest share in National Education”

Minister Avcı stated that the Ministry of National Education has been taking the largest share in the budget for the last 12 years and went to say that “Meanwhile vocational and technical training has the lasrgest share in the resources of the Ministry of National Education. In 2002, the budget of the Ministry of National Education was TL 7.5 billion and share of vocational and technical training in the ministry’s budget was TL 750 million. This year’s budget is TL 62 billion excluding the share of Council of Higher Education (YÖK) and universities. Vocational and technical training’s share in this budget is TL 8 billion and 230 million. In other words, this year’s budget allocated to vocational and technical training is higher than the total budget of the Ministry of National Education in 2002.  This is a clear indication of the importance we attach to vocational and technical training.”

Underlining the importance of “Project on Boosting Employment by Exploring Competent Workforce”, Minister Avcı said his Ministry has been working in an effort to boost the physical infrastructure as well as technical infrastructure of vocational and technical training. Minister Avcı stated that they also have been working in an effort to create a synergy in cooperation with related sectors and the project jointly carried out by the Eskişehir Governorship and TEI has an important significance within this framework.

Minister Avcı stated that the Ministry of National Education has objections about the use of two terms and they have working to correct these. “One of them is “wonder child”. Every child has a gift but this could be in various different fields. Due to this reason, we prefer to use “child with a special gift.” Second term is the “intermediate staff.” It gives the impression that these staff are doomed to stay in between. But, we are all aware of the fact that people called as “intermediate staff” are actually key personnel. Due to this reason, we prefer to use “key personnel” instead of “intermediate staff.”   As the Ministry of National Education, we are carrying out joint projects with the related sectors in an effort to set the internship programs as well as curriculum. We wish to expand this project to the whole of Turkey in the future. Due to this reason, the protocol in this project shall be a guiding study for us.”

Following the speeches, TEI General Manager Mahmut Faruk Akşit presented a plaque to Minister Avcı while Minister Avcı gave Akşit a pen as a present.
