Minister Avcı meets sector representatives at the Meeting on the Process of Transformation of the Preparatory Schools

Minister of National Education Nabi Avcı said the action plan for the educational institutions that have been subjected to transformation and those who have not converted from prep schools yet have now been established and added “with a secondary regulation to be announced next week all the necessary measures will be completed on this issue. Due to the preamble of the Constitutional Court verdict what has to be done is very clear. We prepared our new regulation accordingly.”

Minister of National Education Nabi Avcı met with the representatives of the sector at a meeting “the Process of the Transformation at the Preparatory Schools” held at the Valişdebağ Teacher’s House. 

Minister Avcı speaking to the journalists after the meeting recalled that the preamble of the Constitutional Court verdict on the annulment case of the transformation of the preparatory schools was now out said he had met the representatives of the sector to discuss the legal vacuum that has been created and may be created in the future in view of this ruling and what has to be done through a secondary regulation. He said they had come to a point on what should be done.

Minister Avcı said a secondary regulation had been drafted and went on to say “we have now defined what course the institutions that have been subjected to the transformation process and those that have not been transformed will take. We once again discussed at length with the representatives of the sector the latest situation. We listened to their views, their proposals and their criticisms. We will study these during the weekend as a ministry and with the will of Allah hopefully we will be able to announce the secondary regulation dealing with this issue during the week. I hope thus we will be able to meet the expectations of our parents, students, teachers, entrepreneurs, educationalists. The preamble of the Constitutional Court is clear about what has been done and what should be done. We have drafted our regulation accordingly. We will discuss the details next week.”

 

“The uncertainty will be lifted once the regulation is announced…”

Private Education Association (ÖZDER) President Ahmet Akça told journalists said they had observed that the ministry had studied the preamble of the Constitutional Court verdict in great detail and added “the greatest concern of the sector on the issue was the continuation of the uncertainties. Everything is clear. Today at least as the leaders of the sector this uncertainty has been lifted. Once the regulation is announced next week the uncertainty that has been a source of concern for the parents and students will also vanish. The basic high schools and other educational establishments that have been subjected to the transformation process have emerged from the current phase with strength. We are now on a course in the transformation process. Turning back the clock will have no benefits for our parents, for our educational community.  The new regulations will allow basic high schools and students to be provided with additional support courses within in the school system. Thus we now have as sound legal structure.”

Assocation of Private Educational Establishments Union (ÖZDEBİR) President Faruk Köprülü said the ministry shared with them the draft pf the new regulations they had prepared in view of the Constitutional Court verdict and went on to say “we voiced our view yesterday that the desire of the students to receive education should not be curtailed and we repeated the same views today at this meeting. The ministry said their new arrangements will meet these needs. At this phase we conveyed our wishes and needs. I feel the draft will be shaped accordingly and our honorable Minister will announce the new regulation that will save the students and the educational institutions from the current uncertainty.”

Association of Private Educational Institutions Union (ÖZKU-BİR) President of the Board Hami Koç said they are leaving the meeting happy and satisfied, that they are now more confident and that the students and parents should not worry.

All Private Educational Institutions Association (TÖDER) President İbrahim Taşel said the transformation process will continue and said the necessary changes will be made in the regulations according to the ruling of the Constitutional Court in the coming weeks.
